As President of Pelican Realty Management, Desiree leads the management, investment and operating divisions. She is responsible for the strategic planning and growth of the company and maintains oversight over all aspects of Pelican Realty Management, working closely with business leaders across the platform.
Desiree believes that the company’s commitment to a strong business strategy allows PRM to mitigate cyclically and plays an integral part in implementing executional standards and growth initiatives across the platform. Desiree currently oversees over $500MM in multi-family assets. She offers a profound leadership ability and offers the highest degree of asset and property management aptitudes.
She is also the Executive Vice President of PRM’s sister company Univest-Inc. where she is directly responsible for all residential real estate operations including, acquisition, finance and management activities of the company’s multifamily business portfolio. Under her direction, the company continues to consistently deliver good risk-adjusted returns for its institutional investors.

Sharo Khastoo has over 30 years of in-depth experience in multi-million-dollar acquisitions, management, and disposition of multi-family assets. He has led the re-development of apartment communities throughout in markets across California, Arizona, State of Washington, and Texas.
Studying and analyzing emerging real estate trends, keeping abreast of management and economic realities, and evaluating ways to maximize return for all clients/owners is the platform by which he governs his business.
Sharo’s educational background includes a Master Degree in Business Administration from the University of California, Los Angeles (UCLA) and a Bachelor of Science degree in Mechanical Engineering from California State Polytechnic University in Pomona.
Sharo is a recipient of the prestigious designation of Certified Property Manager (CPM®) from the institute of Real Estate Management (IREM). He is also a licensed Real Estate Broker and a licensed General Contractor in the State of California.

Eva Jimenez-Sianez has been with PRM for over 20 years with accounting experience, overseeing all financial, accounting, reporting, and policy/procedure compliance.
She has a pivotal role as Vice President of Pelican and her dynamic position entails a variety of functions that calls for effective communication skills, a commitment to accuracy, and timeliness in a deadline driven environment. She controls all cash management at Pelican and reports directly to the CEO and President.
Eva performs day-to-day cash management functions including accessing daily bank reports, calculating, and preparing cash positioning for multiple accounts and processing wire transfers. Investigate any exceptions, errors or problem accounts. Provide recommendations of cash levels and borrowings. Performs cash management functions including monitoring and reporting of all cash management activity, daily wire audit of all outflows and forecasting projections on a daily basis. Prepares detailed daily cash report for distribution to senior management. Provide recommendations for improvements to current accounting processes and spreadsheets.
Eva has been successful in implementing the web-based Voyager system for more accurate, real-time reporting and continues to seek the latest technology to integrate increased operational efficiencies throughout the company.

Sandy Ly

Sandy compiles and analyzes financial information in preparation for entry into various financial statements and accounting reports and makes appropriate journal entries for recording in the general ledger by checking calculations, reviewing basis for figures, and balancing and reconciling figures. She reviews the budget, revenue, expense, payroll entries, invoices, and other accounting documents and researches and resolves discrepancies as necessary. She performs bank reconciliations and wire transfers for deposit, makes mortgage payments and distributions, and ensures accuracy.
Sandy maintains and coordinates accounting control procedures by analyzing revenue and expenditure trends and recommending appropriate budget levels to ensure expenditure control. Analyzes and reviews accounting and financial resources for property acquisitions, dispositions, and closings and budgets and expenditures for local, state, federal, private funding, contracts, grants, and other corporate financial and accounting transactions.
Sandy communicates with on-site and other property managers to assist in completing pre-close and close activities, answer questions, provide support, and ensure timely completion of accounting processes for on-time client and Company reporting.
Sandy graduated from Cal State Fullerton with a Bachelor of Arts in Accounting. She is fluent in English, Cantonese, and Vietnamese. She has been with the company for over 12 years.

Nancy Nguyen

Nancy Nguyen
Director of Operations
Nancy supports, develops, and executes the Company’s strategies related to property management operations. She directs team members on an assigned portfolio of properties and continuously improves the policies, procedures, and practices that enable each property to meet and exceed budgeted financial goals and achieve operational performance and people objectives. Nancy oversees the Operations Department and all aspects of asset operations, working closely with the President on all property management matters.
In addition to overseeing the Operations Department, Nancy is responsible for providing excellent customer service. She develops and implements Standard Operating Procedures, oversees leasing, maintenance, and tenant relations, and monitors property financials, including revenue, expenses, and profitability by reviewing contracts annually. She develops budgets and capital improvement plans, ensuring optimized financial reporting. Nancy also oversees tenant satisfaction, retention, and dispute resolution.
Nancy Nguyen has been with PRM for over 10 years, starting in the Accounting Department. She transitioned to Programs Manager, implementing programs across all departments, and later moved to the Operations Department, proving herself every step of the way. She holds a real estate license and is a licensed Notary Public. Nancy is fluent in English and Korean.

Daisy Estrada graduated from Cal State Fullerton with a BA in Finance. At Cal State Fullerton, she was an active member of the Real Estate Association for the Centers for Real Estate. As a member, she gained an interest in real estate management, which lead to her decision to join Pelican Realty Management in March 2021 and further pursue a career in real estate management and accounting.
As the Senior Accountant, she applies her knowledge in Finance and Accounting by overseeing and managing financial activities within an organization, ensuring accuracy in financial reporting, compliance with regulations, and the efficiency of accounting operations. Daisy maintains and reconciles general ledger accounts, ensuring all transactions are properly recorded, executes closing procedures, including journal entries, reconciliations, and financial analysis. She helps with leading the accounting department, reviewing their work and providing training as needed. Currently, she is pursuing her master’s degree in accounting. Her long-term goal is to secure a CPA license and further apply those skills with Pelican Realty Management.

Precious joined Pelican in 2021 in the accounting department and has transitioned from a junior staff accountant Staff Accountant. She supports the accounting team by performing essential financial tasks to ensure accurate record keeping and compliance with financial regulations. She handles a large portfolio consisting of properties in California, Arizona and Texas whereby she records daily financial transactions, including journal entries, accounts payable/receivable, and expense reports. She is pivotal in assisting with closing processes by gathering data, reconciling accounts and preparing necessary documentation. She maintains organized financial records and assists with other general office accounting tasks. Precious has made such a positive impact in the accounting department and works closely with her colleagues to achieve effectiveness in the company’s overall performance.

Sarah is detail-oriented, responsible for managing and maintaining accurate accounting records for Pelican. She assists the accounting department daily with payables, processing invoices, reconciliations, collaborates with the Controller on all regulatory requirements, assists with Month-End closing and financial reporting activities and participates in ad-hoc projects and initiatives as required. She brings an astute capacity for auditing invoices and is always there to assist any team member with tasks. She ensures the organization’s financial transactions are accurate, timely, and organized, contributing to informed decision-making and financial stability.
Sarah is also responsible for all California related accounting. Additionally, she handles the vendor department, ensuring all vendors are screened before they are hired, monitors their insurance annually, and is the point of contact for all vendors and suppliers.
She actively participates in both the accounting and operations department tasks, learning each department’s needs and developing her experience in property management.

Vyann is a highly organized professional who ensures the seamless day-to-day management of residential multi-family properties. She serves as a central point of communication between employees, tenants, vendors, coordinating tasks to keep properties running efficiently.
Vyann assists the operations department with many different aspects of property management which include auditing, marketing, communication with residents, reviewing rent rolls, monitoring utilities and she assists the accounting department with many different tasks such as 1099 preparations, month end reports, and processing invoices.
She has proven herself to thrive in a fast-paced environment, with strong problem-solving skills, attention to detail, and the ability to prioritize tasks effectively. Her role is vital in maintaining tenant satisfaction, optimizing property performance, and supporting the property management team.

Tonya has been with Pelican for over 20 years starting as a property manager and then transitioning into the corporate office. She actively works with all corporate departments in addition to supporting all members of Pelican’s executive branch. She is a central figure in our business operations working closely with different teams to ensure best practices and procedures are followed, implementing process improvements, and contributing to overall operational excellence. She plays a pivotal role in enhancing efficiency and productivity within our organization.
Tonya provides exceptional customer support during product implementations and software upgrades, ensuring a smooth and seamless experience. Further responsibilities include internal auditing of accountability and coaching for onsite property staff, reviews SOP’s with leadership, coordinates weekly training for onsite team members, plays a pivotal role in monitoring all property transactions, and supports onsite team members by building relationships and trust through open and interactive communication.

Ana Judge joined Pelican in 2017 and holds a bachelor’s degree in management of public policies from the University of Sao Paulo, where she gained a deep understanding of planning, evaluation, and implementation of governmental projects. In addition to her academic achievements, Ana has also earned a certificate in general business with concentration in international trade and commerce from UCLA, as well as a certificate in Project Management from UCI. Ana is a recipient of the Certified Associate in Project Management (CAPM®) License from the Project Management Institute (PMI) which demonstrates her commitment to maintaining the highest standards of excellence in project management.
Ana acts as the bridge between the company and its investors, ensuring clear, transparent, and effective communication. She has been a pivotal player in setting up Pelican’s Investor Portal and works closely with the President and Vice President in coordinating quarterly distributions and submitting financial statements. She is Pelican’s primary point of contact between the company and investors and is responsible for monthly reporting to investors.

As Pelican’s office administrator, Michelle is a highly organized professional responsible for ensuring the smooth day-to-day operations of an office. She acts as the backbone of the workplace, managing a variety of administrative tasks such as scheduling meetings, maintaining records, coordinating communications, and supporting team members in their roles.
Michelle comes with strong multitasking abilities, excellent communication skills, and proficiency with office software. She is wonderful at problem-solving, adapts to challenges, prioritizes effectively, and creates a welcoming, productive environment. Additionally, she often plays a key role in liaising between the accounting and operations departments.
Michelle is fluent in Chinese and English; she also learned Japanese for 4 years in high school.

Amber started her career in property management as a community manager and was nominated by the San Antonion Apartment Association for best community manager in 2024. She eventually graduated to become a Regional Asset Director for Pelican in Texas overseeing four large Class A assets and brings a high energy and positive attitude to contribute to an amazing team atmosphere. Amber trains and manages all onsite employees in all company and property facets to include team building while guiding them to reach occupancy goals and managing the site budget. She plays a large role in reviewing and reinforcing the established training program for all on-site team members including lease-up processes, office set-up, reporting procedures, rent collections, lease paperwork, evictions, late fees, policy violations, accounting practices, purchasing procedures, and preventative maintenance.
Her responsibilities also include reviewing and analyzing weekly and monthly property leasing and operating reports, evaluating rent schedules and availability; making appropriate adjustments for market rates, rental concessions, or special incentives to ensure leasing capacity as approved and aligned with budget. She enforces company policies and procedures for compliance documentation regarding new leases and recertification of existing residents.

Virginia has been with Pelican for over 10 years managing assets in California. She always presents a positive and professional image, supporting a strong customer service orientation, comes with a strong administrative, organizational, and exemplary communication and time management. Virginia relocated to Texas as Pelican’s regional asset director overseeing 3 large properties.
Virginia trains and manages all onsite employees in all company and property facets to include team building while guiding them to reach occupancy goals and managing the site budget. She plays a large role in reviewing and reinforcing the established training program for all on-site team members including lease-up processes, office set-up, reporting procedures, rent collections, lease paperwork, evictions, late fees, policy violations, accounting practices, purchasing procedures, and preventative maintenance.

Leo comes with many years of skilled experience pertaining to asset project management. He is responsible for research and development of all new capital improvement projects as it relates to new deal concepts, building systems, materials, product selection, costs and building codes. He prepares conceptual budgets for the Development Team to assist with the due diligence process and distributes bid packages, reviews and evaluates bids and proposals from suppliers, vendors, and subcontractors, develops, negotiates, and approves contracts for selected contractors, sub-contractors, and other service providers needed to complete the project work.
Leo also conducts project site inspections to ensure all plans, specifications and subcontractor scopes of work are being adhered to, resolves issues and problems, and recommends, approves, and implements modifications to the project plans, as needed. He communicates with key business leaders to provide updates on the status of projects, provide feedback and address concerns, and plan specific actions as needed to ensure the on-time and on budget completion of the projects.

Shawn Wells

Shawn manages and supports the development and implementation of strategies, programs, and initiatives that drive operational excellence and standardization by creating and defining processes, procedures, tools, policies, communication, and metrics, and managing compliance with the Company’s operating policies and procedures.
He has a General Contractor’s license in CA and in AZ and comes with a wealth of knowledge and experience in construction, large renovation projects, and overseeing all capital improvements projects for multi-family assets to ensure liability is prevented and execute all projects from start to finish.
Shawn coordinates work activities and acts as the key point of contact with various departments and team members, vendors, consultants, and others as needed to lead project meetings, promote open communication, keep business leaders informed of progress, and follow up as required to ensure assigned tasks are completed.
