President | Broker
As President of Pelican Realty Management, Desiree leads the management, investment and operating divisions. She is responsible for the strategic planning and growth of the company and maintains oversight over all aspects of Pelican Realty Management, working closely with business leaders across the platform.
Desiree believes that the company’s commitment to a strong business strategy allows PRM to mitigate cyclically and plays an integral part in implementing executional standards and growth initiatives across the platform. Desiree currently oversees over $500MM in multi-family assets. She offers a profound leadership ability and offers the highest degree of asset and property management aptitudes.
She is also the Executive Vice President of PRM’s sister company Univest-Inc. where she is directly responsible for all residential real estate operations including, acquisition, finance and management activities of the company’s multifamily business portfolio. Under her direction, the company continues to consistently deliver good risk-adjusted returns for its institutional investors.
Eva Jimenez-Sianez has been with PRM for over 20 years with accounting experience, overseeing all financial, accounting, reporting, and policy/procedure compliance.
Eva guides financial decisions by establishing, monitoring, and enforcing policies and procedures. She protects assets by establishing, monitoring, and enforcing internal controls and monitors financial condition by conducting audits; provides information to external auditors and works closely with CPAs.
Eva has been successful in implementing the web-based Voyager system for more accurate, real-time reporting and continues to seek the latest technology to integrate increased operational efficiencies throughout the company.
Shifting gears to her personal life, Eva is a proud mother and grandmother and enjoys traveling.

Sharo Khastoo has in-depth experience in asset and property management, leasing, investment property sales, and multi-million dollar acquisitions. He has led the re-development of apartment communities throughout the Orange County, Riverside, San Bernardino and Phoenix counties and has extensive experience in apartment-to-condominium conversions.
Sharo is a recipient of the prestigious designation of Certified Property Manager (CPM®) from the institute of Real Estate Management (IREM). He is also a licensed Real Estate Broker, member of the National Association of Realtors, and holds a General Contractor (B-1) license. He has been extensively involved in the management of apartment buildings for over 30 years.
Studying and analyzing emerging real estate trends, keeping abreast of management and economic realities, and evaluating ways to maximize return for all clients/owners is the platform by which he governs his business.
Sharo’s educational background includes a Master Degree in Business Administration from the University of California, Los Angeles (UCLA) and a Bachelor of Science degree in Mechanical Engineering from California State Polytechnic University in Pomona.
Sandy Ly is the Assistant Controller here at PRM. She has been with the company for over 7 years She also handles Payroll and the HR department. Sandy graduated from Cal State Fullerton with a Bachelor of Arts in Accounting. Sandy is fluent in English, Cantonese, and Vietnamese.
The positive work environment and awesome coworkers are two things Sandy loves most about PRM. She appreciates that she’s always encouraged to grow and is challenged to think outside the box.
Sandy’s values include accountability, equality, honesty, integrity, respect, and hard work. Her hobbies include snowboarding, mountain biking, hiking, outdoor adventures, and travel.
Nancy Nguyen has been with PRM for over five years and started in the Accounting Department. She has now transitioned over to Programs Manager where she oversees all PRM’s internal and external operations.
She’s currently working toward obtaining her real estate license to further her ability to assist potential clients and partners. She is also a licensed Notary Public.
Nancy is fluent in English and Korean. Outside the office, she enjoys spontaneous adventures and traveling.
Jr. Staff accountant
Fluent in English, Cantonese, and Vietnamese, Janey graduated from Cal State University, Fullerton with a BA in Accounting. Janey chose to work for PRM because her values align with the company’s, that is to put the interest of the clients first and be trustworthy with our words and especially our work.
Janey applies generally accepted accounting principles (GAAP) to analyze financial information, reconcile financial statements, prepare general and standard journal entries and is responsible for processing invoices and purchase orders for payment and assists in other accounting and financial transactions.
She oversees PRM’s California and Washington portfolios. Her current goal is to master all the ins and outs of the position and look for opportunities to make PRM as efficient as possible.
As for her long-term goal, Janey plans to obtain a Master’s degree in Taxation and her CPA license in the near future.
- Accounting Specialist
Ana Judge is originally from Brazil, but has lived in the United States since 2014. She’s been with Pelican since 2017 assisting with various departments of the company to achieve their goals and overall mission.
Ana has a Bachelor’s degree in Management of Public Policies from the University of Sao Paulo and a certificate in General Business with a concentration in International Trade and Commerce from UCLA.
Ana is fluent in Portuguese, English, and Spanish. She worked for many years with the Brazilian government in the States of Sao Paulo and Brasilia, mostly in the security and education fields until she decided to transition to the private initiative and focus on her Administrative career.
Heidi DiCecca considers herself a “proud employee” of PRM, having been a part of the team for nearly 20 years. She oversees all PRM California properties as the Regional Property Supervisor. She is involved with developing and implementing a marketing plan for each asset to maximize traffic, assists in the development of annual business plans for each asset, providing projections for future income potential, expense planning and capital expenditures. She has vast knowledge of market conditions and competition in each market and sub-market to better manage asset profit potential.
Heidi is honored to work alongside such dedicated people, and proud to have been with PRM through so much growth over the years. She appreciates that the ownership provides its employees with the best tools for success.
When she’s not supervising properties, Heidi enjoys spending time with her family, relaxing at the beach, and enjoying the mountains.
Simone Martinez has been with PRM since 2015 and is the Regional Property Supervisor for Orange County, California.
Simone is responsible for overseeing the day to day operations of multiple properties which include portfolio management, employee management, maintenance department administration, budgeting, forecasting, and reporting.
Simone comes with years of property management experience and is skilled in asset preservation and adhering to property level objectives.
She works diligently with her team to develop and implement individual business plans for each property that are specific to owner’s objectives.
Simone is proud to be a part of the PRM family and grateful for the opportunities and experience it has brought her.
In her off time, Simone enjoys quality time with her husband and attending musicals and plays with her daughter.
Tonya is PRM’s Technical Manager who is actively involved in all new software technology PRM rolls out and plays an integral part in the implementation to secure a smooth and seamless integration. She continuously monitors these diverse software systems to ensure proper functionality.
She is directly involved in providing hands on training to new and existing employees across all departments and disciplines on accounting, software programs and business processes. Tonya is responsible for staying up to date on new software and technology in the industry and reports directly to the IT and HR representatives regularly.
Tonya is also responsible for responding to inbound staff inquiries via telephone, web and email communications. She helps guide PRM’s staff through software processes; providing administrative support, resolving staff and employee problems through research and troubleshooting.
Senior Asset Project Director
Leo comes with many years of skilled experience pertaining to asset project management. He is responsible for research and development of all new capital improvement projects as it relates to new deal concepts, building systems, materials, product selection, costs and building codes. Prepares conceptual budgets for the Development Team to assist with the due diligence process and distributes bid packages, reviews and evaluates bids and proposals from suppliers, vendors, and subcontractors, develops, negotiates, and approves contracts for selected contractors, sub-contractors, and other service providers needed to complete the project work. Conducts project site inspections to ensure all plans, specifications and subcontractor scopes of work are being adhered to, resolves issues and problems, and recommends, approves, and implements modifications to the project plans, as needed. Communicates with key business leaders to provide updates on the status of projects, provide feedback and address concerns, and plan specific actions as needed to ensure the on-time and on budget completion of the projects.
